Pressed "rating" and gave out my first lot.  Question: what effect does this have on the recipient? (couldn't see anything about it in the forum changes)

Maybe it's a way for new members to vote on a posting, without having an impact on the poster's rights and access levels?

Exactly !  
Members and above can vote on the credibility of the post's contents ... without the ability to influence the poster's ranking.
