It's illegal to provide sexual services at a spa so some places will emphasize that the don't provide sexual services on the ad. This way, if they get raided, they can blame the girl for breaching the rules. It's the same reason why they have signs in the rooms saying something similar.

Certain spas just offer HJ/nuru, others offer BJ as well, and others full service on top. It depends on the spa itself. At some spas,  it may be a mix of the above depending on the girl chosen.

All right, but for me as non Chinese reader & speaker its difficult. First to find the right place w full service and the a proper and goos one. Are there any recommendations?

Check their phone number on the ad to see if they have a Wechat or TG or LINE or WhatsApp account.
Use any translate app on your phone to communicate with them through the app.
When you reach the spa you can communicate again using any translate app with the girls.
I am a non Chinese who does not read or speak a word of chinese and I have had little or no problem communicating.
The problem with non chinese punters is that there are some spas and agents who do not accept non chinese customers.

With regard to places where you can get FS... dude read the reports in this forum and keep track of spas that offer FS.
Some spas have girls which are FS girls and non FS girls. You can find out those through the reports or by simply messing the agent and asking them if the girl you are interested in offers FS. Some of them use emojis or code. For instance Part 1 or p1 is the massage part. Part 2 or P2 is the BJ or HJ part. Part 3 or P3 is the FS part. So some girls only do P1 and P2 and some do P3 also. A lot of these details are found in the reports that the agents provide for ever girl on their TG channel.

You'll find that many girls in spas will do FS even if not advertised.  What you need is a bit of chemistry, to actually ask and then be prepared to pay more. Bring condoms and be prepared to dispose of them yourself.

My experience is, the girls will usually guide you to what is available. If FS is what you are looking for... do a little flirting when you get in the room.. be playful and if they are playful back usually a good sign
