Apart from the legal aspects of the 1-4-1 prostitution laws, all the Mainland WGs, whether in walkups or hotels, are working illegaly if they're here on visitor's permits.
To work legally here any gal has to have an ID card.
The absolute safest is to visit a local WG in a single room or flat who you call direct and who has an ID. That was told to me by a cop.
I was in a single-room brothel with a Mainland gal once when the police knocked on the door and arrested her for working illegally. I was let go after filling out a form in which I agreed to appear as a witness if there was a court case. I never heard from the police and I was told that in most cases they're fined and deported.
I have heard that the punishment they get back across the border if caught out is a lot worse.
