Forum Sections Guide. However, it looks like some rules are about to be changed for North America. It used to be reports-only, but it might become a hybrid discussion+report subforum moving forward. It'ls already kinda that way now, and it might become official soon.
The only other thing newbies need to be mindful of is one-liners. For very short replies, you're supposed to use the rating system. They have a sticky post about that too in the Newbie Reports subforum:
Do not post one-liners.
Also, even if you make a mistake, the people here are a pretty forgiving bunch. As long as you try to do the right thing, everything will sort itself out.
