The court can always tweak the application of a specific law,especially in British law countries. In civil law countries, it is the letter of the law that matters . In Asia, this is only true with Japan and Taiwan. Court is subjective, so are the jury, feminists who support Nordic laws dominate the legal system in British law countries. Also the so-called "comprehensive" thing.It also should be remembered that evidence is not required, just a statement of the woman, to reach a guilty verdict. This is how it is.

that being said, shenzhen is definitely getting raided for reals.  a lot of the spas are closed or have stopped illegal activities.  
alot of the spa girls are heading to hk right before CNY to make that final stretch of cash to bring back home.

The reason Korean tourists get arrested for sex tourism overseas is because South Korea has expressly enacted a law criminalising overseas sex tourism.

No such law exists for the US.  They do criminalise overseas sex with underage prostitutes, but sex with above 18 prostitutes is perfectly legal provided it's done outside of the US.

The girls are only charged by immigration to violate the agreement not working during their stay in hk .  But they were not caught to prove they we're trading sex or working in the room.   They can be considered just resting in room with signs at the doors.   Police and immigration may not be able to charge them.   Hope the Russians are fine and free from the raid.  They did nothing wrong but to support their families and lifes.  They are mostly university educated and have good heart,  sweet,  fun and well mannered.   Many of them have great personalities.  Hope they come back soon and police just do their small raid like before but not a big raid like this time.  Give some room to punters and the girls also to balance the city on sex demands needed by man since we turned to adult

It is not correct that a law has to explicitly state that it is applied extraterritorially. Application of law and persecution is valid on both location AND nationality. That's what we learn at middle school civic classes. Gambling,punting,espionage, treason, terrorism,weed smoking,firearm possession with just permanent residence..etc.. there are many actual cases proving that way. A guy said here that Korean sex travelers go to jail because it is stated on that law that way which is NOT the case. It is just basic law theory which pupils learn  at school. Predator UAV killing of terror suspects and Mossad killing terrorists overseas are somewhat different but good examples. Nothing states the basis of such actions specifically on the respective laws. Of course these two things were GOOD actions.I have seen many who smoke weed in Amsterdam then went to jail. Again, the relevant specific law does not state that this act(weed smoking) s subject to extraterritorial prosecution. Middle school civics is always a good startpoint.
