It seems like you already have a pretty good idea how it works.
You can easily distinguish a 141 flat vs a regular flat. 141 usually posts all kind of colorful stuffs, a sign indicating availability, and some may even put their pics up.
Not sure how many 141 rooms per floor and how many floors got 141 on them. I guess you just have to check and find out. If I remember correctly, I read something in the Chinese side about which floor to which floor are 141.
Yes, either by knocking or ringing the doorbell. Then you just decide to follow through or not.
