Dont believe that PRC girls working as HGs are legal. They don't have work permits whichmakess them the same as any SW. If you bring a SW to your own hotel room, there's no difference from a HG. If LE comes by can say you just met the girl and have fallen in love and there's no money exchanged for sex services.

According to wikipedia (http://en.wikipedia.org/wiki/Prostitution_in_Hong_Kong), prostitution is legal in Hong Kong. It's just the solicitation in public that's illegal, so once you've gone back to their dirty rooms, all is fair. Just make sure there's only 1 WG in the apartment, otherwise it classifies as a brothel, which is illegal.
