Are 141 website advertisements Bait and switch?

I tried to book this girl 2 years ago, even made a report of bait and switch (http://forum.sex141.com/eforum/v ... ight=bait%2Bswitch) , and now the same photo appears. Yet the age of girl advertised here has not increased at all, still 18. http://go141.com/en/B19139-SSP-Part-timeBuddies-tyghgbv.html

So i wonder if Walk ups ads are the same bait and switch?
