It is very unlikely for HIV to be transmitted during a BBBJ. But a shitload of other things are possibly.
Having a BJ with a condom I have never seen as too bad. It still is very pleasurable and knowing after everything is over, you are not taking any "special" souvenirs along, gives you a lot of piece of mind. Imho it is not worth the (medical) risks.
Checking in HK for STD's is possible (probaly any clinic can do it). But most STD's aren't recognizable until after a couple weeks or months. So it won't help you much in this case.
If a condom breaks during sex, a hospital will be able to provide emergency HIV prevention. It might not be every hospital who offers this. But in this case I wouldn't risk it, and try to get treatment.
A condom breaking during a BJ is someting very very unlikely.
