Germany, BKK, Hong Kong, Macau, Montreal. They're all good for various reasons.

German saunas are quite different from Macau style, as all the girls mill around the place and you can chat with them. At times it can be annoying, as some of them can put on a real hard sell. Also, there's only one masseuse on duty at any given time.
If you're into blonde barbie dolls and tall brunette femme fatales, Germany's the place for you. A damn sight cheaper than Macau, too!

Macau is nice as you're generally treated like a king in the saunas. The girls are MCOT, but It is fucking expensive.

the girls in the German FKKs are mainly Eastern European, many are goddamn stunning. ~60 euro Sauna entrance fee,  50 euro per 1/2 hour, 50 euro for special services like anal or CIM. Bonus, most of them speak serviceable english.

Macau sauna rates are between 1500-2000 HKD for 1 hour. Sauna entrance fee ~500, but is waived when you have a session.

As a late follow up to JackTheBat, I'm based in the US. Been tempted to punt, and I know the local places, but just worried that somebody I know, whether its a colleague, friend or family might be driving by at the inopportune time, and it'll get back to my SO.
