I do know HZ pretty well.  The city is pretty dry and most of the actions take place in KTVs around the Dragon Stadium.
If you want BBS then you need to venture north towards the eastern end of Wen Shan #1 Road.  NOT RECOMMENDED if you stand out from the crowd.
I got scammed once by the outcall girls listed on this very web site, careful there.

Be cautious around West Lake and especially outside the Hotels - street walkers promise a lot but deliver little and usually want a lot more money once you get them to room.

I concur with your observation! Areas around westlake area are quite tricky. Most girls/papasan/mamasan or out there to rip off tourists who come to to westlake. They usually charge an arm and a leg and add at least 1000-2000 RMB on whatever they quote, thinking that people who come to westlake have money and are looking to have fun.

Many of the girls are all from Hunan or Hubei or Anhui, but will tell you that are from zhejiang/jiangsu area so that they can try to upcharge mongers. Most KTV girls are so expensive they are out of reach for many mongers and many KTV girls don't even go out with customers, they only sit with you to drink in the KTV room.

Hangzhou is one of the most dry places for mongering that I've been to. They had a massive raid on many of the Saunas in hotels back in fall of 2010. Many of the saunas in hotels like Victoria Hotel were all up and running back in summer of 2010 stocked with quite decent girls but quite expensive. Nowadays the saunas are just fronts for papasans to call you a freelance WG to come to your hotel room to charge you tons of money. Be careful as many of them will lure you in with a regular massage for $200 RMB or something and then say that oil massage if 350 RMB. but they don't give you any action, just get you all aroused and then start upselling their service like--- 1000 RMB for a hand job, 2000 RMB for a naked handjob 5000 rmb for FS etc. All of these girls are out there to rip you off. if money is no object then you can bargain with them down to 2500 RMB for FS plus Massage of 350 RMB etc. But for one pop, I find that price to be ridiculous! Too many con artists and up-sellers in Hangzhou. Not a good placeto punt. If you got skills you can pick up bar girls, but even bar girls have a price as many of them are part time WG themselves looking for extra cash on the side for one pop specials at 1000 RMB or more depending on the girl.


My advice...save your money and go elsewhere in China to have fun at.
