The agents in Japan are almost always Japanese guys, and they're the ones who think the Japanese girls shouldn't serve white guys, not the girls. Japanese guys all have a serious Gaijin-complex (yes that term too is in the language) But the girls in the above ad appear to be Korean, so I don't think there would be a problem. Most likely the site managers are not comfortable with English. In spite of huge amounts of time and energy, the Japanese (esp. the men) are very poor English speakers, and being morbidly afraid of making errors and appearing foolish, they never progress.
