Remember, this is not a legal activity in most of the United States. Even if you've gotten away with it for years, the risk is never 0 and the consequences can be really bad news. In order to minimize the amount of information that hostile entities could gain with practically no effort, it was decided to enforce a minimum Reading Access policy for North American reports. This happened a few months after the Bay Area exodus away from AMP Reviews to the 141 forums when the Bay Area got its own moderators.
RA10 means that you have to make an account to read the content. This is not a high barrier, but it's enough to keep this content out of search engines.
RA20 means you've submitted a few reports and passed the initial smell test. This opens up a lot of content, but you had to kind of prove yourself.
There's more content to be read and RA30, RA40, RA50 and so on, but you have to earn it by posting good content and being honest. People who have been caught plagiarizing have been banned even if they've worked their way up to very high RA levels.
The policy is in place for our collective safety.
