@ZOZu it's quite common for plenty of spas in the Philippines with varying degrees of strictness. Elan Spa and Abacca, both of which have been reviewed here many times, also share the same policy.
Based on intel from other forums, Roseen tends to be quite strict. One guest was allegedly (literally, physically) kicked by a masseuse for trying to touch her hips, but I can't fully confirm that. Everyone is certainly very much free to try and haggle for it, though (especially if you know how to build rapport). The Filipina tendency to submit to foreign men has always been annoyingly strong.
