Assuming you are no older than 25, reasonably attractive, have all your hair, and are very fit, wait for Saturday night and visit the campus of any large US university; seek out the fraternity houses and walk into any ongoing parties. Grab one of the many free drinks on offer and you can start chatting up the girls. They are either on dates with fraternity men or traveling in packs.
Pro tips:
1. Consider visiting the large state schools, there are more and larger fraternities, your success rate will be higher.
2. Having a “nice car” will facilitate your effort; think of something German (except for Volkswagen).
If you can’t fit yourself into the above, then Pattaya is recommended above or perhaps Angeles City would be the next best thing.
