Almost every girl at Kamia/K2 offer FS, it is purely on how likeable you are.
In my personal experience, I have had the girls intiate or offer FD before I have asked. As a rule of thumb don't be gropey and don't treat them like a commodity. Ask them about themselves, you'd be surprised at how far that will get you.
As for tips it think it depends on how much they are into you, the higher the tip/ask the less likely they are into you and most probably don't want to offer you FS and are quoting a price that will make you question if it is worth the money.
