I would recommend Billboard, spacious, and lots of girls around, not too too pushy if they can tell you're just there to watch. There were a few other couples in there too just chilling, didn't see them get harassed- but maybe I was too preoccupied to notice Would suggest taking one of the side benches facing the rotating platform, seems to have a bit more privacy but still with a decent view of everything.
