In some Spas in LKF-Central for ladies (which did not deter me to go...and see some open-minded) they had some videos in the waiting room,
but there was no hidden agenda behind.
In TKS, it might be a DECOY to prove to Curious George Cops that it is a bona fide Spa. That would be smart.
When you can bang a Thai masseuse (after getting often massages with her) in the Spa of the Mandarin Oriental,
the real question is WHERE would it NEVER happen?

I DO need very strong Thai massages and with more than a decade of martial arts, I can get just any Thai masseuse exhausted ...if needed pushing
to 5 hours (record before an excellent Bangkok Thai Massage (closed) masseuse folded), so if I find a very good one I ask the 1H to turn directly into 2H, maybe more.
If I have other intentions in the back of my head and I see some potential...but she is still good (if sloppy, it's 1H and I walk),
I will ask for an extra 1/2H so that she knows that:
* No need to rush things,
* Focus on quality,
* Then there would be time for more if entrepreneurial.
In a new place, if the girl suggests a 30mn extension that is very likely for a HJ....especially if in the last 10mn after serious teasing i.e.
"not much time left but if you want to know more, pay to play.  "
If I see an opportunity for HJ or more, I would be very annoyed that the girl waits until the last 10mn as ..."signaling" should have been done earlier.
In your case, HK$400 for 45mn seems quite expensive for a normal massage. For veggie Thai I am used to HK$250 to MAX 300 per hour.
That is unlikely a Thai massage place, more like a Chinese massage place but I have very little practice there.
In fact my "roadmap" with Thais is so smooth, I have not put my feet in a Chinese massage place for LONG TIME.
The ONLY Chinese masseuse exception to that is ...Coco (who before covid ran a massage place in HK Island West I think).
MAYBE:
That place offers the perfect cover of a LEGIT Spa with video and prices (the AD is not incriminating either) accordingly
while the boss may be ...giving some discretion to the girls..as long as they play it smart.
In a normal place, masseuses are getting ~HKD50/60 per hour for them so tips of all kind are very handy.
Maybe they have good and smart masseuses and giving the discretion to do more ...YMMV ...based on their reading of the clients.
So in your shoes, curiosity would drive me back there ...and after 10-15mn, tell the girl that it is now 45mn + 20mn (pay to play...and signal
"Yes dear we have more time") and see how it goes, playing it softly ...of course not asking "Can you do a HJ now?"
If that works, then if you write a Report you'd better put a RA30, at least, to prevent loud word of mouth that could blow their cover.
