Thank you everyone for the excellent feedback and advice. I have avoided updating this post because I'm not in the forum too much. I just left another post about another girl and thought I'd update this post while I was here.
In a nutshell: I walked away. 
Big disappointment for me at the time and the situation is kinda just hanging out there to be sorted at some point (she owes me a bit of cash but I don't expect to see it again). If never sorted, that's okay. I'm not a victim of it... lol!
After reading everyone's replies I realised it was best to just walk away, and so I did.
We have kept in touch every few weeks, sometimes months, in the past year. It's obvious she wants to reconnect with me but I have never allowed the chats to reach that level. I've left it for now until the dust settles on all the madness in Hong Kong. She seems comfortable with the distance - probably doesn't care too much. At one point she wrote me and said, "I feel we're drifting apart." I texted her back and said, "Difficult times right now."
It helps that I found someone else. If that situation fell through I might reignite things with this other gal on clarified terms (as some of you suggested) but for now just keeping a friendly distance.
Really appreciate everyone's input - extremely helpful in more ways than you realise. Thank you.
