If l understood correctly from the girls, the extra money all goes to the girl as an incentive to serve the foreigner. Besides, the extra premium varies from shops and locations. For example, extra 5k Yen is charged for the shops in Fukuoka soapland. I guess bargaining is possible. In his report, bro. rocketlace claimed he can bargain for 80k in Jyotei. For me, l used to negotiate with the manager to arrange a meeting with the girls of my choice, rather than bargaining the price.
