JLM is also pretty run down.
In my limited experience, Hing Loong Building (6 Wing Lok Street, Sheung Wan) is the cleanest. The building itself is shabby, but the WG floors have been renovated recently and look like a hotel. I was very pleasantly surprised during my visit in September. There actually was a note in the elevator inviting people to visit the "hotel rooms" on the top floors.
