We're talking about an aging building in a prime location in Mongkok that used to have local gals (plus Indonesians Candy and the infamous Gigi), and in recent years has had Eastern European talent. Obviously these women didn't just happen to get on a plane to HK and go rent a room in KHB to dispense CBJs/sex at HK$600/pop. There are many different people with different affiliations doing business in Mongkok.
KHB was publicly raided in January, now again in July. The HKP are making a statement: the value of them allowing the biz to continue is no longer sufficient. More than that I can't guess: I don't know how these arrangements work, but I assume there's a negotiated value equation between different parties.
I like the semi-decrepit buildings in Hong Kong that house reasonably priced technicians and have spent plenty of time in such places entertaining and being entertained. Many buildings have a mix of residents (or even guesthouses, like JSL) and WGs. Hing Loong Building is basically all WGs. I posit that it's good value for the Powers-That-Be simply because it's operating. When the value equation changes for whatever reason, it'll likely be raided and closed down.
Several factors go into such decisions, and the nuances are never made public. But I think that if an aging building on Argyle Street has been raided twice in one year, its days are numbered...and that number might well be zero.
