Yes it is. I tend to pick up a local SIM at most destinations, in SE Asia they often have them at the airport. There's a convenience store at Changi where you can get a local SIM--they'll make a copy of your passport, but as you're headed for Immigration right after it should be handy.
The problem with local SIMs is keeping them valid. The beauty of SG operators is they offer online top-up. Which means if you only go to SG 2-3 times a year, for example, you can ensure your local number is kept up to date.
If using a service like WeChat/WhatsApp/LINE, then the number doesn't matter. But in Singapore, the OKTs want to verify that you have a SINGAPORE number. The speed with which they communicate is scary: I was on the MRT once and the guy hit me with a barrage of queries ("Why u have Hong Kong number listed on yr WhatsApp bro?") between stops. Say you're based in HK and won't change the WA number for the trip, then send them an SMS on a Singapore number. Keep that number as you'll use it to sign up for the services on Sammy or wherever.
You can always go to Geylang but CBJs are standard there--if you're OK with that you can find some nice Thai providers. The PRC gals seem to prefer Mandarin-speaking punters.
There's a lot in Singapore...
