I agree with everything you wrote, especially "re-evaluated from time to time". It's harder now to move up. People give up since it so difficult. OTH, for RA60,  I just went over the "Restricted Access Reports" section, there is quite a few old reports that are RA60. One way, that is very easy to change, is  give out 15 or 20 pts for each report automatically. Now, I think it's 5 pts. Sorry I don't know the exact numbers.
