Reason apparently is due to the coupons costing more than a standard much more than a normal massage in the mainland so customs and officers from there has been poking round the shun tak ticket offices asking questions.
As many mainland places offer only hj and not fs they are normally priced lower but the extra stuff (lounge service etc) are added on at the end so it works out almost the same as a fs session in macau. Due to this I believe more punters head to macau for this reason, plus with the added bonus of legal gambling it is alot more attractive to mainlanders.
