Freelancer, I would image the reason is because public solicitation is illegal - even in Macau.  So I assume the Hotels "allow it" but it cant be too obvious or in your face.  A gang of WGs all seated together while punters choose them (like a KTV fishbowl or sauna lineup)  might attract too much attention, right?  Keep it subtle and everyone wins.. flaunt it and it's shut down.

I also think the biggest issue with "no whites" is the communication problem (a problem that is massively exacerbated by the rushed service the gals hope to provide.)  They want a super fast in-and-out with no arguments, debates, or problems.  Harder to achieve that if the two parties cant speak to each other.  There are 100 million times more Chinese in Macau than whites -- so why look for problems? Stick with the Chinese and make your night smoother.

Seems like a logical explanation in this environment.
