1) Is Macau a safe city? Yes, at least it has seemed incredibly safe to me, even as walking through underpasses alone at 3am on Saturday morning, or walking through the commercial docks, and so on. Scams? I've not heard of any, but I bet if you go looking for some you'll find them.
2) Travelers checks: I don't know, but there are "foreign exchange" booths everywhere.
3) Scooter: Taxis are cheap, so perhaps not worth renting a scooter, especially if you are going to be there in the summer when it is very rainy in both HK and Macau.
4) HKD - Accepted everywhere, 1 for 1 with the local currency (MOP). Officially, 1HKD is worth a couple percent more than 1MOP, so the uber-frugal might do better to convert. But the uber-frugal shouldn't be in Macau to begin with. I have only ever taken USD and HKD to Macau, and never had a problem with HKD. Not everywhere takes USD, but as I say, the foreign exchange booths are everywhere, and rates have always seemed fair to me.
