The WGs in the building stop whatever they are doing, even if they are with a client, then come down and lift the person with the wheelchair on their shoulders up the stairs. It's costly because you have to tip, but that's why not every girl has a "serve for PD" sign up. However if you abuse this service because you are tired, you get fined. So be careful and don't get any ideas.
