I have encountered this situation in Thailand on many occasions. This is what one of the Thai WGs explained to me...
WGs are very conscious of who "belongs" to whom. Repeat customers are valued. A WG gains "face" among her peers by having you as a repeat customer. For you to then make an overture to another WG in her presence -- particularly to a friend -- is a loss of face. And of course the second WG is not going to compound her friend's loss of face by accepting your offer.
Here's the way to work it. Privately pull the first WG aside. Tell her how much you want to see her again, but you just love a little variety (she's a WG, she will understand). Then ask her if she would do you a favor. Ask her if she would ask her friend to go with you for the night. This way she can gain face by being the go-between. And her friend can then safely accept because she is then giving face to the first girl by accepting her offer.
Slip the first WG a nice tip, and I assure you everyone will be happy...
