Here's my two cents...
Best destination for mongering... It really depends on how you prefer to monger. There are a number of totally different mongering "scenes" in BKK:
1. Bars. They will usually have pool tables. Most of the ladies that work in these bars will come home with you. If you do, you pay the lady for her time. You also pay the bar a "bar fine" that in theory compensates the bar for the loss of her services. There are many such bars on soi 4 (a soi is a side street off a main road; any reference to "soi" in BKK without mention of a street name automatically refers to Sukhumvit). Soi 33 (soi Dead Artists) has more upscale bars (with more expensive beers and women). Soi 22 (Queen's Park Plaza) has many. And there are many others all over BKK (these are simply areas that I personallly tend to frequent).
The nice part about these bars is that the ladies are happy to just hang out with you in the bar if you buy them a drink now and then. They will play pool with you, and many can give you stiff competition. It's a very comfortable scene, even if you have no plans to take someone home. Short time (a couple of hours, although it seems to be getting shorter) may run 1000-1500 baht. Long time (overnight) is 2000-3000 baht. Expect to haggle a bit, but keep it light...
2. Go-go bars. These are congregated in three areas: Patpong (Silom, between soi 4 and 6), Nana (Sukhumvit soi 4), and Soi Cowboy (between Asok and Sukhumvit soi 23). Nana and Soi Cowboy tend to be popular with farang (the Thai term for Westerner); I have heard that Patpong is more popular with the Japanese (and perhaps Koreans). The go-go girls dance (and perform other tricks on occasion). You can take many of them home (but not all). If you get their attention while they're dancing (there are various ways to do this, depending on the bar), they will come and drink with you. If you want them to sit with you, you should expect to keep up a steady flow of drinks. Go-go girls will be more expensive than bar girls on average (say 3000-4000 baht for long time).
3. Night clubs. This is not really my scene, so I probably can't give you the best references here. The ones I happen to know about are Nana Liquid (soi 4), Insomnia (between soi 12 and 14), Bangkok Beat (soi 7/1) and Q Bar (soi 11). This is where you would go to dance and pick up freelancers. Things don't start until midnight or so and probably go until 3 or 4 am. In the later hours, the "freelancers" include bar girls and go-go girls who are still (or again) unattached for the evening. Prices are all other the map, depending on the man, the woman, and the hour. Spasso iss arguably in this class, although it's in an expensive restaurant in the Hyatt Grand Erewan. But many of the women there will be freelancers.
4. Massage parlors. These are often huge complexes with many girls in a "fishbowl", plus sideliners. My understanding is that the fishbowl girls work for the massage parlors directly, whereas the sideliners have a more independent status. Many are in the "Rachada" area. The basic deal is massage plus FS (one or two rounds). Fishbowl girls are usually two hours, sideliners often only an hour and a half. Rates are from about 200 baht up. Some of the massage places have stunning women -- minor actresses and models -- in the 500 baht range (and up). This scene is very popular with Thai men and Asians of all sorts. Some Thai is generally helpful...
if you walk down Sukhumvit, you'll notice many small massage studios enticing you to come in for a massage. Some of these are probably, in fact, just offering massage. But you can also get extras, including FS, at many of these places. I haven't yet figured out how to tell the strictly veggie massage places from the rest (and from those that offer HJ, but nothing more).
5. BJ bars. You mentioned Lollipop (soi 10). There's also Lolita's (soi 8, on a side road that cuts through to soi 6) and Dr. BJ's (soi 7/1). The girls congregate outside. Pick one, go in, maybe have a beer... She'll sit you down in a curtained-off stall and give you a BBBJ with CIM (I don't know if COF is an option). It's not for the faint of heart... 700 baht (although I think Dr. BJ's has "premium" girls for 1000 or 1100). You can also get FS for 1100 or 1200. Lolita's is the only one I've been to. You're not going to find any real lookers in these places. This is not an upscale job, even in Thailand...
6. Eden Club(soi 7/10). I've never been there, but it's a legend. It's in a class by itself. The focus is 3-somess, often with anal. Google it if you are interested.
7. Streetwalkers. If you walk down Sukhumvit or certain sois late at night, you can often just make a deal on the street. I'm sure that there are other hotspots, such as Chinatown and in Rachada, but I don't know them. This carries certain dangers, one of which being that many streetwalkers in certain areas (soi 4 and 11, in particular) are ladyboys. But you can get some good deals. There are also interesting variations on this theme. For example, the State Theatre area near soi 105 features "drive-by"WGs. You drive up in your car, choose a lady, and drive off to your short-time hotel. This is a strictly Thai scene, however, and requires a car.
8. Gentleman's clubs. Places like Pegasus offer a KTV-style atmosphere. Depending on the club, the ladies may or may not be available. This is really more the place to go to develop contact for longer-term side deals. This is not my scene...
Hell, there's a lot more out there, but that should get you started...
