I would imagine the line in the sand is that they don't get paid in HKG. They are gainfully employed elsewhere and travel and perhaps work in HKG as part of their employment in a different jurisdiction. And even then I would suppose they could only hang out so long before needing to leave.
If they get paid in Hong Kong, then they would need a proper visa, pay taxes, etc......
Can't see how this would apply to a WG.
