What does the 2/F refer to in the following link?

My guess is that it is the floor she's on, but I read a review of this particular person that referred to climbing four flights of stairs.
Also, do floor numbers start at the ground floor in the American sense, or do they start at the first floor above the ground floor in the European sense?

Yes, 2nd floor. (2 flights per floor usually). Ground floor is G. |
