Pricing of existing iPhone models will probably come down as soon as a new iPhone (iPhone 5?) is released. Some (such as here) predict this will likely happen mid-2012, and others (such as this site) predict Q1-2012.

What you may notice right now is that Apple is selling the iPhone 4 (after they just released the iPhone 4S) for cheaper than it was originally, since they now only offer an 8GB option (previously the iPhone 4 was released as 16GB or 32GB models).  This is similar to what they did with iPhone 3S when iPhone 4 just came out.

As JtB already mentioned - if they aren't already decided on the iPhone, then there may be a few reasons to consider an Android-based phone instead. For one, all Androids use the standard sims AFAIK (as opposed to micro-sims). Also one of my personal gripes with the iPhone is that it allows network carriers to lock out tethering (tethering = turning your phone into a 3G modem so you can access internet on your PC) - despite the phone being allowed to access data by itself. This iPhone "feature" allows the carrier to charge you more for enabling tethering (though apparently you can workaround it via jailbreaking). It's one of the most silliest things I've ever come across when it comes to unnecessary/artificial limitations
