i think we're on the right track here, but remember, HK is a laissez-faire economy. that means the govt doesn't interfere much with the private sector, but provides security, education, fiscal responsibility and keeps taxes low. an example:
mandating that private-establishments provide reduced-price products, not laissez-faire. allowing loyalty programs where after a certain amount has been spent, benefits can be enjoyed, definitely laissez-faire.
i think we all agree that one man's 8 is another man's 10, and vice versa. so govt-rating of DH-attractiveness, while perfectly understandable, wd be problematic. also, u won't be elected if a bureaucratic whim decides you'll lose half yr DH's services while paying her full price--HKers will not stand for that. what's needed, methinks, is a NEW VISA CATEGORY. as we're legalizing the trade (with think-tanks like Zi Teng helping advise on legislative wording), lets create the DH/WG visa. she can live here, work as a DH during her monthlies or whenever, and ply a more lucrative trade at other times. win-win!
as for the Kickass WE So Tuff (KWEST) squad, it hasn't received much media attention, but a Chinese city (think it's Dalian or Tianjin or somewhere around there) was having probs with ruffians roughing up WGs and actually CREATED such a squad. apparently it was really bad, crazed oil workers or some such causing havoc, so they trained these gals, and they take their mission of protecting WGs very seriously. woe betide any poltroon who mistreats a WG in this town (it's up near the Korean border or somewhere). anyway, they featured in a military parade and here's a rare photo of these badass WG-protectors:
