Yes. There are ways. Some girls work independently on TER or through other places (Humaniplex has some low-end starlets). Sometimes you can meet someone when she is feature dancing or at a public appearance at a convention and get digits. Some agencies (The Luxury Companion has done this, I know, others probably will as well) can work with your budget (assuming you're not going to totally lowball)- they'll find you the girl who is looking for rent money this week and will work a deal.
In my case, I ended up getting the first date with my fantasy/ATF porn performer (who I won't talk about publicly, at her request) through an agency. That being said, like I said, you're paying for the name and the fantasy. If the money's a significant concern for you, you are better served looking for porn star-level talent in the escort world, which you can do, and will likely cost less money. The thing though is that women with very high libidos in this world (where they can fuck guys under the table) are likely to make good money, too, ESPECIALLY if they are hot... so you might not save as much as you think (plus there's lots of coal to dig through to find those diamonds). But they are out there.
