Well, if you think about it, developed countries are the ones rich enough to have antibiotics. And when you have money and antibiotics, people will always abuse their use. New strains arise because they mutate in order to survive. It is because we abuse using antibiotics that drug resistant strains appear and we need to find new ways to fight them.

Whereas in the poorer countries, the existing strains probably do not face the antibiotics as much because they are too poor to have them and so the strains have no need to mutate as they don't need to fight.
