Most of the Euro girls I have seen in bars come as part of an organised group. That aside, you can treat them as freelancers, strike up a conversation and see if you like her. She can go with you without seeking any "permission". The only thing she needs to do is make enough money during her stay to payback the organiser who funded her trip.
As for why working girls would be attracted to an environment where every single day there are several million male visitors from out of town who have come to spend money and have a good time, some of whom have had unexpected windfalls...??? I have no idea...
