With a boy, the genital tuber will form the glans penis (4). The body of the penis will be formed by the fusion of the urogenital folds, this fusion is not yet completely finished (7). The scrotum (6) is formed by the fusion of the labio scrotal folds (2). The Raphe [line] of the scrotum (5) corresponds to the zone of fusion of the labio scrotal folds.
Although, strictly, speaking the Labio scrotal folds are not a clitoris and, in fact, if the embryo has female DNA, the Labio scrotal folds develop into the female external genitalia. People may hold the common misconception that "A penis forms from a vagina", but in the truest sense, it is not accurate.
N.B. Interestingly, it is more accurate to say that "males develop after being more like females" for other reasons.
