How to obtain a Chinese ID card?

Came across a very lovely girl in Changchun yesterday night. I shall report shortly. Invited her to visit me and she can only take a train as she has no ID card. Told me she is half Tibetan and was abandoned by her parents at 5 years old. She was discovered by an old lady and cared for. She has never had an ID card or birth certificate. Now 20 years old she finds life difficult with an ID card in China and has worked in restaurants as a waitress. Anyone here know how she can obtain an ID card in China for the first time at age 20? I like this girl and believe her story is a real one. Also feel sorry for her.Will do some research next week in China to try and help this girl.
