I think new profiles are simply assigned the next unused number.  It used to be that the new numbers assigned always increased.  But I noticed (I think last fall) when the new assignment numbers rolled over from 3xxxx back to low numbers.  Since there were no "old" profiles with higher numbers than the new ones prior to that, I assume that this was the first time it rolled over.  I suspect the database has a "short integer" index, so it's probably limited to 32,767 (2 to the 15th power minus 1).  

SkinnyForum's list shows a clumping of new profiles running up to #9387.  What that must mean is that the entirely new profiles have now rolled up to that number.  Any number higher than than is someone who was new before the numbers rolled over last fall.
