According to my ex-police punting friend, these raids are not serious attempts to clean up the city but just for show to demonstrate to the press and the public that Hong Kong's finest are on the ball and protecting the public from vice and wickedness.  His guess is that it will all blow over in a couple of days and things will be back to normal again.
