It is impossible to simplify this business this way. If you were buying seats to a concert, you could say the more you pay the better your seats. That is because the concert performance is what it is, you are either watching it from the front row or behind a post at the back.
The mongering game on the other hand has too many variables. First and foremost, what I find beautiful you may find mediocre. In other words, just based on the look of the girl, She may be worth HKD1,000 to me yet you may not want to look twice at her.
Then in terms of the girl's performance, "emotion" and "circumstances" can effect the outcome, eg. you may catch her on a good day, you may be the first or second punter, you may get fantastic service. On the other hand, you may be the 27th punter "this week", she may have just had a fight with her agent and she may have a head ache. Same gal, entirely different quality of service.
The final variable is YOU. Is there chemistry? do you look like a nice guy she had 6 months ago? or a rough guy she had last week? etc.
So what does all this mean? It means there will be times when the more you pay the better service you will get and times when you pay more for crap service. The real value of a site like 141 is you can narrow down the variables by studying reports and evaluating which girls are most inclined to give good service more often and which are not.
If it was possible to make at least some kind of general observation, it is that "generally speaking" PRC girls in the HKD500 - HKD800 range tend to be the most popular with punters. However there are plenty of exceptions.
