Thailand rules as of November 1 (READ CAREFULLY)

Gotta put a disclaimer here: there's no one "Thai authority" here. Rather, imagine a group of nine-year-olds screaming for attention. If planning a trip to Thailand, due diligence is on you. Be aware of what things are like here in terms of presentation and dress/conduct yourself accordingly. Before making any firm plans scour the Internet for reliable reports from people who've successfully entered. Caveat emptor.

This seems reasonable and I expect something similar to this being reality in early November:

From November 1st, foreign tourists arriving in Thailand, without being required to enter quarantine, must meet seven conditions, according to the Bureau of Risk Communication and Health Behavior Promotion of the Disease Control Department, today (Wednesday).

Foreign arrivals must:

• Come from countries specified by the Thai Public Health Ministry as being low risk and arrive by air.
• Have certificates to confirm that they have received two doses of a recognised COVID-19 vaccine.
• Have negative COVID-19 results from RT-PCR tests conducted within 72 hours prior to arrival in Thailand.
• Have a minimum of US$50,000 health insurance coverage.
• Have written/electronic confirmation of hotel bookings in Thailand.
• Download and install a specified app upon arrival at the airport and undergo RT-PCR tests within 24 hours of arrival.
• Have negative test results before travelling domestically without quarantine.
• The government’s policy of reopening the country to foreign travellers is based on three models.

The first is that arriving tourists, who are not fully inoculated, will be required to be isolated for 7 to 14 days depending on the case. The second is the “sandbox” model, which will be on trial in 17 provinces and the third is no quarantine for tourists who meet the seven conditions set by the Thai government.

Although foreigners can enter Thailand with the fewest possible restrictions, the government attaches importance to the safety of the Thai people and the country’s health system, which must be capable with coping with the new challenge, said the department.

Wow I actually meet the conditions. Not a fan of the RT-PCR test but eh. Travel insurance continues to be tricky as insurance companies are still reluctant to cover covid-related travel cancellations.

The real issue is more about finding return flights to Thailand. A lot of airlines haven't restarted all their routes. This means taking different stopovers and then needing to meet the entry requirements for that stopover country.

November 1 is tomorrow and there is much speculation in the press about the "grand re-opening." But so far many questions remain unanswered.

The mechanism of ASQ (Alternative State Quarantine) remains in place. This means you will be met at the airport, your paperwork checked, and escorted to your ASQ hotel. The current mandatory state is one day, which the authorities seem to think means "no quarantine"...or, who knows what they think?

I think next week will see some hiccups, and it's difficult to predict after that. The much-loathed PM "has instructed state agencies to closely monitor the outbreak situation and give a fresh evaluation every two weeks after the Nov 1 reopening" according to a Bangkok Post article. Yeah, OK--how's that working out so far?

We do know this: "The Bangkok Metropolitan Administration (BMA) will allow only restaurants certified by the Safety and Health Administration (SHA) to serve alcohol and no later than 9pm. Night entertainment venues are not allowed to resume." That's in Bangkok--in Pattaya, restaurants are still prohibited from serving alk, although most will serve you "special tea" in a discreet mug, I'm told. I was in Pattaya last week and the town is operating although a majority of businesses are closed.

November 1 here which means the two-week-circus is on. Will rules/regs change November 15?

No one knows, but the prevailing wisdom is that November is a bit of a trial period and December will likely see more relaxing of restrictions. I feel that too much emphasis has been placed on Nov 1 as a magical date and when authorities see that their "one-day ASQ" (I haven't checked but apparently the approved hotels are in the 4500-baht range) isn't drawing huge throngs of eager tourists, they'll pull something. Maybe open bars and night clubs.

Or maybe not. Because it was at dumbass grabass clubs where government officials flocked in March/April, popping positive all over the pom pom girls. Ordinary Thais are furious at these numbskulls and haven't forgotten. And don't forget that a majority of Thais don't want the borders open at all. That's the way it is here.

Check back every couple of weeks is my suggestion. Don't expect Nit and Noi to start rubbing chrome poles at your favorite boneshaker before Christmas.
