I'm walk up all the way since it's cheaper and I don't have a cell phone or would I be able to communicate over the phone.

yeah but walkups are usually less attractive and older.

Sounds to me you are "walk up all the way" due to lack of any other options.   

It is pretty cheap to pick up a used cell phone and purchase a sim at any 7-11. Then at least you will be able to expand your selection if you are interested.

i don't know what your preferences are nor your willingness to pay... but like any choices in life, there is a trade-off:
in example, the higher the price, the hotter the wg (not always the case, but generally it is)

basically, you're not gonna fuck a hot wg for $350, unless your standards are that u can fuck nething that walks. on the other hand, a $1500 wg isn't gonna be some busted chick, unless pps is a jerk who pulls a b&s ;;

in any case, go for walk-ups by all means if price is your only concern. i would say service-wise, there won't be a huge difference as it depends on the girl. you can get gfe with a $500 walk-up but dry toast/cold fish with $1500 HG. good luck.

Walkups are great and after a while you'll find a gem or two that you can enjoy regularly.  The Hotel Girls are always coming and going and so are great for variety, but if you're trying to squeeze a punt into the middle of your working day or you're trying to ditch the wife and blow a wad, probably walkups are the way to go!

You can buy a phone/sim card without speaking the local language.  No problem at all.    If you find the local 7-11 too intimidating then just ask the front desk of your hotel.  You'd be surprised how many of them are re-sellers of phone cards.  It'll cost you more, but they'll even input the numbers for you.

Walk-ins

I've had enough walk-in's now to know it's not my thing. Firstly no BBBJ, no CIM. Two things I enjoy thoroughly. Sure, there are a few walk-in's who will do this, but for the most part it's a no-go. I therefore reserve myself for special cases for this, some of which a few of you have already gave me the heads up on. Cheers! But yeah, walk-in's I find aren't really there for the service or skill, more towards the convenience of it all. The cleanliness of walk-in's are generally of a high standard, but this often leads to very fussy WG's who ruin the mood for me. For me, it's simply a case of too many restrictions.

Hotel Reservations

Never hit up a mama or papa on the mobile as i'm still not convinced I want to be put in the position where both parties have made all this effort and then to have to turn it down due to a bait and switch. You also don't know if a girl is photoshopped to the point where it's not even the person you are thinking of. Yeah, for me I like the option and choice to simply say no thanks with what's on offer. Hotel reservations also seem to be host to a bunch of girls who aren't willing to work for the money. Often, the prettier they are, the less willing they are to please you. If you want to splash out near a grand for a pretty face, then hotel reservations are ideal, but you never know who you're going to get once the door opens.

I've got to disagree with you on the walk-ups.  Well over half of my walk-up experiences have included BBBJ or finished with a BBBJTCIM.

Now I do agree that walkups can be unpredictable.  The times I've hit really iron-clad, restrictive rules, have been in walkups, but this is still a minority of the time (one in ten I'd guess).
