How to obtain a Chinese ID card?

Came across a very lovely girl in Changchun yesterday night. I shall report shortly. Invited her to visit me and she can only take a train as she has no ID card. Told me she is half Tibetan and was abandoned by her parents at 5 years old. She was discovered by an old lady and cared for. She has never had an ID card or birth certificate. Now 20 years old she finds life difficult with an ID card in China and has worked in restaurants as a waitress. Anyone here know how she can obtain an ID card in China for the first time at age 20? I like this girl and believe her story is a real one. Also feel sorry for her.Will do some research next week in China to try and help this girl.

US then i could give some good advice. yet this short and simple post is so powerful. good luck in your quest to helping her.

I asked a friend and she tells me that if she goes to the Changchun police with her adoptive mother and any supporting evidence they have, such as school reports, vaccination receipts, etc. she should be able to eventually get an id card. Would probably help if she or a friend has a contact within the administration who can vouch for her.

Her adoptive mother is still in Zhejiang province. She is on her own and think she's done well for herself without being a WG though I had paid her. Problem is, I paid her too much and said that I would try and help her. Called her tonight and she has already bought the train ticket from Changchun to Guangzhou and will be arriving here in a few days. Said she wanted someone to spend the Moon Festival with/ Maybe this time I've taken more than I could chew by helping this girl out. Certainly not easy. I shall report on my time with her last night in Changchun. This girl is a real sweetheart.

I agree with atomic3d.  I have been told that they need to go to the police station in the town where they grew up and/or their parents live and register.  Apparently it's a fairly common problem to not have a birth certificate.  I have been told it can take quite a while though.  Cost is minimal.

I met a KTV girl who had the same problem.  She had an epic rack, but she was the second girl in a rural family so she wasn't reported.  I asked my local friends, and they said they have to pay the penalty for being the second child.  $10k RMB per year.  She was 21.  Oh well.

I checked in baidu and found that she need to register in police station and fill the register form, it is quit difficult that she without any certificate to prove herself.

I think it need to use some money to help her to get the certificate first, then she can settled in the provinces to apply

Yes, I've investigated this matter and that certificate is like a family register booklet. If you don't have that it would not be possible in getting the ID card. If you have that booklet, you go to the police station, they will take your picture, investigate and in 2 weeks you can get an ID card but obtaining that little booklet is the hard part.
