The past few days have seen dizzying statistics and major shifts. Complicating all this is the beginning of Songkran, which they cancelled last year and frankly should have again this year--with 20/20 hindsight.
There are different factors and factions at play. Right now, the basic hygiene measures we've all observed for the past year are the weapons we have. Keep distance if at all possible, wash hands, wear a facemask and pull that thing over your nose and mouth.
It's impossible to comply 100% with the first one while mongering, so I guess that's a risk/reward equation, but if you're getting close to one person who's been in Thailand for the last couple of weeks, I estimate the risk as extremely low. That said, I would not be playing grab-ass with the high-end/hi-so hostesses of the Krystal and Emerald Clubs.
I'm glad these guys got thrown in jail, but of course said politicians and bar-owners won't be.
Don't panic, but be vigilant.
