NO permit is need for HKA during transit
It sounds like you just need some proof of transit to HKA. NO permit is need for HK.

Thank you for your e-mail message.
Under the present arrangement, holders of People's Republic of China (PRC) passport who are in transit through the Hong Kong Special Administrative Region (HKSAR) to and from another country or territory (Overseas -» HKSAR -» Mainland China and Mainland China -» HKSAR -» Overseas) may be granted a stay of seven days on each landing without prior need to obtain an entry permit.
However, they must satisfy the immigration officer on arrival that they meet with the normal immigration requirements and qualify for entry as bona fide visitors, including possession of adequate funds to cover the duration of stay without working and, unless in transit to Mainland of China, the holding of onward tickets.

1. So there is NO need to obtain a visa ( entry permit ) to HK before entering HKG.
Note: a visa will be gotten for the other country before leaving for Hong Kong,
2. Then there is NO need to obtain a visa ( entry permit ) when returning....
Is this correct ?

14. Chinese passport holders who are in transit through Hong Kong to and from another country or territory may be granted a stay of seven days on each landing without the prior need to obtain an entry permit provided that usual immigration requirements are met, including possession of valid entry facilities for the destination and confirmed onward booking for the overseas journey.
15. If a Mainland resident is in possession of both valid EEP and Chinese passport, he/she may, upon his/her entry into Hong Kong and in accordance with his/her purpose of visit, produce his/her EEP or Chinese passport (except arriving from Macao and via Hong Kong to the Mainland) for entry into Hong Kong.
