In San Jose, CA, because of Police Cutbacks and layoffs, it has lead to boom in Business For prostitutes. Overall, many places in California is so much financially strapped, many LE have to cut back. Vice is now a low priority in many communities.
Try going to other parts of the Nation or up to Canada / Mexico. It's also legal in some parts of Nevada.
