Yep, frequent washing with cool water is very good.  Whether cool, cold, or with ice is about bringing down body temperature, so if you're not that overheated cool water will do fine.

The problem you're trying to solve is excessive perspiration trapped in the skin, so the rinsing and cooling is great for that, and not getting hot and humid in the first place is even better.
